Meeting Fear with Support: HACES Responds to Growing Uncertainty in the
Immigrant Community

Since 2005, HACES has been dedicated to identifying and addressing the evolving needs of the community. Through the Immigrant Family Resource Program (IFRP), we work to understand our clients’ challenges and connect them to essential health resources and public benefits - helping them build healthier, more self-sufficient lives.

 

Under the current administration, fear and uncertainty have grown among our clients -reflected in a record number of walk-ins on January 21 seeking information and referrals. Many are worried about funding cuts to state benefit programs and fear that applying for public assistance could jeopardize their immigration status or pending legal immigration case.

 

These concerns are valid. On April 1, the state funded Health Benefits for Immigrant Adults (HBIA) program notified clients it will end on June 30 2025, due to lack of funding. In response, HACES’ IFRP team provides individual consultations to explain the changes and connect clients with alternative primary care options.

 

At the same time, referrals for food, housing, and employment support have surged. The growing instability has made it difficult for many to maintain jobs, pay rent, and meet basic needs.

HACES partners with  North Suburban Legal Aid to inform community members about Tenants' Rights.

HACES partners with Aetna Better Health IL and  Rosalind Franklin University Health Clinics Community Care Connection to offer fresh produce and health services to the community.

To respond, HACES has intensified community education and outreach efforts.

Over the past quarter, the IFRP team has carried out the following activities:

Mental health needs remain high, though stigma persists. Our team continues to build trusted relationships and offer a safe, supportive space for those seeking help.

Empowering Our Community: HACES Helps 37 Clients Apply for Citizenship in One Day

As part of our ongoing commitment to promoting security and stability, HACES has prioritized increasing the number of citizenship applicants. On Friday, June 6, we hosted an in-office Citizenship Workshop - and, through a strong team effort, successfully completed 37 applications in a single day.

 

We continue to encourage eligible community members to take this important step. Now is the time. If you, a family member, or someone you know could benefit from this service, please contact our legal department at (847) 348-1421.

at Waukegan City Hall

HACES is pleased to announce that our "Know Your Rights" materials are now available at Waukegan City Hall. Next time you visit, make sure to take a Know Your Rights card and a flyer that directs you to our HACES Know Your Rights webpage by scanning the QR code. Our 'Know Your Rights' webpage provides information on how to keep yourself and your loved ones safe.

 

Parent Mentors Strengthen Waukegan Schools

The Parent Mentor Program helps close persistent equity gaps in our schools by placing dedicated parents in classrooms for two hours each day throughout the semester. These volunteers support students directly while building stronger connections between families and schools to drive long-term change.

 

On May 30, HACES celebrated the end of the 2024-2025 school year. 

We’re deeply proud of this year’s cohort and grateful for their meaningful impact on our local education system.
